Is there any presidential candidate at the moment that advocates stripping all aid to foreign countries?

Until we fix our mess at home. Much of the aid ends up in the hands of corrupt leaders to build new palaces or indirectly to terrorist organizations. So in a way we are funding our own enemies. Why do we keep giving money to nations that end up giving us the finger? Are people in our government taking bribes from foreign governments, in return to giving them aid?
